NOEMBED defines content within EMBED content that is to be ignored by browsers that can activiate the EMBED plug-in application. Only browsers that do not understand the EMBED tag will display the content's of NOEMBED. For instance, Netscape 3 is capable of understanding EMBED tags. Therefore, it does NOT use the contents of NOEMBED tags, even when it doesn't have the appropriate plug-in. If you want to provide alternate content to users that do not have the plug-in (but have a browser capable of getting it), you must trap them with a Javascript (and/or JScript and/or VBScript) routine.
